Clearing customs in United Arab Emirates

Who decides

MOCCAE and the local municipality food control authority. Imports clear through the Food Import and Re-export System. Each label is registered before the goods land, and every consignment is filed against that registration. Dubai Municipality runs the busiest desk, but Abu Dhabi and Sharjah each run their own.

What you must hold

  • Product label registration in the municipality system before first shipment
  • Health certificate from the Indian export authority
  • Certificate of origin
  • Halal certificate — not legally required for a soft drink, but most listings ask for it anyway

How the label changes

  • Arabic and English on the same panel, not a separate sticker where it can be avoided
  • Production and expiry dates printed on the bottle or crown, not applied as a label
  • Ingredients, additives by INS number, net content in metric
  • Importer name and address in Arabic

Duty, excise and levy

The GCC applies a common external tariff on most food and beverage imports, and the UAE levies excise tax on carbonated and sweetened drinks on top of it. Excise is charged on the retail selling price, not the landed cost, so it changes the shelf price far more than the duty does. Model the excise before you model the freight.

The one thing that catches people out

Shelf life. A large share of the remaining life must be intact when the container is presented at the port. On a six month product with a two week sea leg that is workable, but it kills any plan that involves warehousing stock in India first. Produce to order, ship immediately.
