Who decides

Saudi Food and Drug Authority. Everything moves through the SABER platform. You register the product, obtain a product certificate of conformity, then raise a shipment certificate for each consignment. No shipment certificate, no clearance, and the goods sit at the port accruing demurrage.

Duty, excise and levy

Saudi Arabia applies the GCC common tariff plus excise tax on soft drinks and sweetened beverages. As in the UAE, excise is levied on retail price. Build the excise into the price list you send the buyer, because he will build it in whether you do or not.

The one thing that catches people out

Halal certification has to come from a body the SFDA actually recognises for Indian producers. A certificate from the wrong issuer is worth nothing at the port, and the list changes. Confirm the issuer is current before you pay for the audit.
